We empower, organize, and mobilize Haitian American communities across the United States to ensure strong representation within the Republican Party and the American political system.
Founded to address long standing misrepresentation and political exclusion, HARC serves as the unified Republican voice for Americans of Haitian origin. We advance conservative values that strengthen families, expand opportunity, and contribute to America’s prosperity.
HARC works at the intersection of community engagement, voter education, leadership development, and policy advocacy—connecting Haitian Americans with elected officials and decision-makers at every level of government. HARC is the bridge between the GOP and the Haitian American Republican community.

Chair
Reverend Daniel Ulysse is an ordained Baptist minister, law enforcement chaplain, community organizer, public relations professional, social entrepreneur, and Republican activist.
Reverend Ulysse has founded several organizations focused on civic engagement and political participation, including the American Asian Caribbean Group of New York, established in 2019 to connect professionals, political and business leaders, and civil society members of Asian and Caribbean descent. He also founded the National Caribbean American Republican Assembly to mobilize Caribbean Americans to register, vote, and support Republican candidates, including volunteer efforts during President Trump’s 2020 and 2024 campaigns. In addition, he co-founded the Haitian American Republican Caucus to strengthen engagement between the Republican Party and the Haitian American community.
Ulysse began his career in community service as a community organizer in Miami during the 1982 Cuban–Haitian Refugee Crisis. His work later expanded into radio and television production for Haitian Creole programming.
Chaplain Ulysse has received professional training from the New York City Police Department, the U.S. Coast Guard, the U.S. Navy, the Office of Emergency Management, the Department of Homeland Security, and the International Conference of Police Chaplains.
Vice Chair
Gilbert Hippolyte Gilbert is a distinguished architect, entrepreneur, and advocate for sustainable development with decades of experience in construction, infrastructure, and economic development in Haiti and the United States. Born in Haiti and educated in New York, he is an alumnus of New York University and a graduate with honors from the City College of the City University of New York (CUNY), where he earned a degree in architecture.
Gilbert has founded and led multiple successful companies across construction, manufacturing, and sustainable development, playing a significant role in Haiti’s post-earthquake reconstruction, including major airport, public infrastructure, and housing projects. He currently serves as President of T&C Consortium SA and has held senior leadership roles in several regional and international enterprises.
A naturalized U.S. citizen, Gilbert is committed to advancing sustainable growth, trade, and long-term development in Haiti and abroad.
Chair - Policy Committee
Dr. Aldy Castor is a board-certified Obstetrician-Gynecologist with extensive international experience in medicine, humanitarian response, and disaster preparedness. He is a graduate of the Faculty of Medicine at the Universidad Nacional Autónoma de México (UNAM) and completed his residency in Obstetrics and Gynecology at New York Medical College. He is certified by the American College of Obstetrics and Gynecology.
A committed leader in global health and community development, Dr. Castor is the Founder and President of the Haitian Resource Development Foundation (HRDF). He has served as Director of Emergency Services for the Association of Haitian Physicians Abroad (AMHE) in Haiti and has participated in international medical relief initiatives, including as a member of the Project Committee of MexHaitians.
Dr. Castor brings specialized expertise from United Nations civil-military coordination for humanitarian operations in complex emergencies. He has actively supported the U.S. Southern Command’s Humanitarian Assistance Program in Haiti, focusing on disaster preparedness and emergency medical services. His advisory roles include serving as a disaster preparedness advisor to Haitian Prime Ministers Gérard Latortue and Jacques Édouard Alexis, as well as membership in the Florida Governor’s Haiti Advisory Group established by Governor Jeb Bush from July 2024 to April 2025.
In addition to his medical and humanitarian work, Dr. Castor has been engaged in community safety initiatives, including serving as Director of the FBI Citizens Academy Alumni Association, South Florida Branch.
Dr. Castor is also a published author, with works including Actions and Limitations of Non-Governmental Organizations: The Case of Haiti and Travel Chronicles: A Diaspora in Haiti. He is fluent in English, French, Spanish, and Haitian Creole.
Chair - Strategic Outreach Committee
Elizabeth Jeanty is a Haitian–Dominican American leader based in Miami-Dade County and an elected member of the Miami-Dade Republican Executive Committee (REC), representing District 13.
She serves as Chairwoman of the People Action Committee,leading constitutional governance initiatives and regional
collaboration efforts focused on stability, accountability, and institutional reform in Haiti and the diaspora.
Professionally, Elizabeth is a licensed real estate strategist with Jay-Mack Properties and founder of Eliza Consulting Agency LLC,
where she helps families build generational wealth through property ownership, business development, and financial education.
She believes economic empowerment is essential to civic strength
and long-term community progress.
She also serves as Executive Director of the Haitian American Historical Society and is committed to developing leadership
pipelines for youth, strengthening conservative engagement, and building a legacy of ownership, discipline, and opportunity for the next generation.
